check the shifter mechanism for binding up and not moving freely into positions. Not starting in park but in neutral indicates something is out of alignment with the shifter. May just need cleaning and a bit of oil/grease to fix.

I was first going to say the problem is the neutral safety switch, but based on what you said about it being stuck in drive and the shifter can be moved around, I would say the cable is broke or a connector on either end of the cable. The cable connects the shifter with the shift lever on the side of the transmission. The shift lever is probably under the master cylinder on the driver side.
you can shift it at transmission by hand to neutral or park and have someone inside start the car and you manually put in gear under hood and drive it to shop or garage, wherever
