Checked instrument cluster fuse. Had dead battery and charged it up. Everything else seems to be working.
Jeep XJ it is.
the Cluster is a computer. brain,
a stand alone display.
fuse 16 in PDC (cluster memory fuse)
and fuse 9 in JB . runs it. JB is cab fuse box.
so what works in the cluster, all things, but not speed or tacho.
engine runs ok
scan tool show no DTC errors.?
all warning lights in cluster work? at self test key?????
if the PCM can not comm, to the cluster, the cluster
can not show tach or speed, can't , and cant update odometer either
does the odometer roll moving>? i bet not
the cluster is a stand alone unit, with puter brain (processor)
fuel guage work?
if the scan tool shows U codes or C codes and comm errors
that must be addressed first. (cause)
see?
you cant fix cars, with out a $5 scan tool, cant. why not buy one
and use it?
ask how, 1000's of choices here... and more.

check fuse #17 in fuse box under hood. It's a 10 red fuse. that's how i fixed my problem.

Just for thought try removing the light bulb under the hood, the socket my have gone bad and keeping the light on.
Good luck and keep me posted. Also not sure if your Liberty has one of the sun visor with a light switch on it, I found the one on my jimmy was always on thank's to my G/F putting things between the visor and ceiling.

IF YOU REMOVE INSTRUMENT CLUSTER AND UNPLUG IT,PLUG IT BACK IN AND UNPLUG IT AGAIN..DO THIS A FEW TIMES..IT SHOULD CLEAN OFF SLIGHT OXIDATION ON CONNECTOR TERMINALS..HAVE SEEN THIS BEFORE..I ALSO THINK REPAIR CONNECTORS AVAILABLE FROM DEALER

faulty cluster may have to replace it. try testing a junked unit if it works keep it.

I had the same trouble with my 98 cherokee and found the solution online. There is a circuit board in the domelight that can be unplugged, I haven't got a clue as to the relationship between the two but when I unplugged the circuit board my cluster immediately came back and has worked perfectly since.Hope this helps.
