Jeep XJ it is.
the Cluster is a computer. brain,
a stand alone display.
fuse 16 in PDC (cluster memory fuse)
and fuse 9 in JB . runs it. JB is cab fuse box.

so what works in the cluster, all things, but not speed or tacho.
engine runs ok
scan tool show no DTC errors.?
all warning lights in cluster work? at self test key?????

if the PCM can not comm, to the cluster, the cluster
can not show tach or speed, can't , and cant update odometer either
does the odometer roll moving>? i bet not

the cluster is a stand alone unit, with puter brain (processor)
fuel guage work?

if the scan tool shows U codes or C codes and comm errors
that must be addressed first. (cause)
see?
you cant fix cars, with out a $5 scan tool, cant. why not buy one
and use it?
ask how, 1000's of choices here... and more.

Just for thought try removing the light bulb under the hood, the socket my have gone bad and keeping the light on.
Good luck and keep me posted. Also not sure if your Liberty has one of the sun visor with a light switch on it, I found the one on my jimmy was always on thank's to my G/F putting things between the visor and ceiling.

SOURCE: the instrument cluster is dead in a jeep grand

I had the same trouble with my 98 cherokee and found the solution online. There is a circuit board in the domelight that can be unplugged, I haven't got a clue as to the relationship between the two but when I unplugged the circuit board my cluster immediately came back and has worked perfectly since.Hope this helps.

Speedometer fuse 2003 buick regal

No fuse just for the speedometer , fuse for whole instrument cluster . No reset either , hooking up a factory scan tool to check for DTC's - diagnostic trouble codes in the instrument cluster or BCM - body control module . Could be a bad stepper motor in the instrument cluster . GM vehicles from 2003 to 2006 had bad stepper motors .

I need to identify the fuse that controls the Speedometer

There is no fuse just for the speedometer , there is a fuse or fuse's for the whole instrument cluster . IF the fuse or fuse's for the instrument cluster blew ,the whole instrument cluster would be dead not just the speedometer ! I would look for the stepper motor that controls the speedometer being bad, or the VSS - vehicle speed sensor . But there are other thing's that wouldn't work correctly if the VSS was bad > it wouldn't shift correctly or at all . Most vehicles now a days the speed it determined by the ECM/PCM - engine computer . The VSS is an input to the engine computer , the engine computer sends this info on a serial data bus to the instrument cluster , along with temp. an fuel level info etc... Don't know what make ,model an year vehicle you have but I do know GM vehicles had known stepper motor problems .

Why are my Bravo dashboard instruments not working?

When the battery is not working ( flat -dead or removed ) it affects the CPU program which affects various operation such as what you describe . Mostly it can be fixed by the removal of the earth wire but to do the job properly use a scanner to reprogram the CPU.

2012 Kia Sportage Instrument cluster dead--tac, odo, temp, gas

On the back of the instrument panel is a voltage stabilizer, so the charge rate does not affect the gauges, if all gauges have stopped functioning it is possible the stabilizer has lost its power supply or the unit has gone open circuit.

Instrument panel went dead

Checked Every fuse in the fuse box (no small task). This includes #4 - Power point Instrument Panel, #14 - Day time running lamps (auto lamps doesn't work nor does auto lock), #27 - ignition switch run feed, #35 - Instrument Cluster, #41 - Instrument Cluster, #42 - Delayed Accessory, #45 - Ignition switch run/start feed, #102 - Door locks body security module, #103 - Ignition switch, #110 - Ignition switch, & #116 - Ignition switch. But I also check all other ones as well, they all register OK. AC panel & radio work. Turn signals work. Mileage does not work, trip computer does. So, basically, everything works except auto head-lights, auto locks, and the dash cluster (no MPH, RPM, mileage display, Fuel, Temp, Tran Temp, and Oil Pressure).
