Horn, wipers, turn signal doesn't work

Start at the device trace wiring back to the point they connect to the Battery's positive cabeling. The two probably meet at or near the fuse box. Telephone people have a wire traceing device like this: http://www.ebay.com/itm/MASTECH-MS6812-Network-Cable-Wire-Line-Phone-Telephone-RJ-Tracer-Tester-/191501729776? t=LH_DefaultDomain_0&hash=item2c96647ff0 It has a transmitter you would attach to the wire feeding the horn it generates a pulse on the wire you want to trace and a reciever with which to follow the wire. You may be able to find a bad "master fuse that serves these three function. Sometimes they are near the battery and positive wires going away from the battery.
hope this helps.

Headlights and dash lights won't come on.....not the fuses replaced those what else could it be....I'm tired of putting money into this car....2001 pt cruiser touring

I had the same problem and I traced mine out to circuit board that is behind the fuses. I fixed 2 bad wires on the board and lights are on again for me; other wise I would have gotten out multimeter to trace wiring to find problem.

My 2001 ford pickup wont start fuse #30 in the fuse box keeps burning as soon as i turn the key to the on position

This is for sure a short issue. It could be where the fuse is seated but not the whole fuse board. With low voltage there is no magic other than tracing the wiring back from the problem to the source point and checking each connection until you find the short/grounding problem.

GAGES GOES HAY WIRE WHEN DRIVING. MY RADIO TURNS ITSELF OFF AND ON. DASH BOARD LIGHT FLICKER ON AND OFF. LIGHTS ARE DIM AT TIMES. DOES NOT WANT TO START ONCE VEHCILE IS NOT RUNNING. HAD IT TESTED, IS NOT...

This sounds like the X-files "electrical gremlin" that these vans are infamous for. I'd start with the wiring harness connector pins on the back of the instrument cluster. Earlier versions of this van have had copious problems traced back to this issue. Just re-solder the pins on the circuit board (my 98 Voyager has 13 of them) and this may solve the problem. If not, then there is likely some other electrical connection issue somewhere along the wiring harness. Others have traced the problem to the connectors on the heater and A/C controls on the middle dash panel. I suspect similar problems on my own van are likely located in the block connectors under the dash, or possibly old/worn/brittle wires somewhere in the engine compartment. Just spend a few hours tracing wires from your dash and making sure all connections are tested, secure, and functioning. This can be time consuming, but it might be the only way to avoid excessive/prohibitive mechanic rates! (I'll be diving into my own van's wiring tonight - while the weather is still warm)

2000 jeep grand cherokee gauge cluster is working off & on where do i start with troubleshooting?

If it's just the Temp/ Fuel gauge,,, my money is on the instrument voltage regulator. (it governs the voltage to these gauges regardless of the incline (up/down for the fuel gauge) or the battery voltage 12.5 - 13.8 . Other than these it may be an earth connection problen (long shot) because the instrument panel relies on many many signal imputs. !

Headlights went out replaced pull switch lights worked , 4 months later same problem took out switch it was hot , wire block green wire melted in block ,is it the switch or the wiring

You have a short in the wiring somewhere. Trace the wires back and locate the wire that is grounding. It is most likely the one that melted so start by tracing that wire and if no shorts are found trace the others back.

Blowing fuse

You are looking for a bare spot on a wire. When the glow plugs are powered up the system is shorting out. Start tracing wires. Work back from the glow plugs to the relay. If its not there, you'll have to start tracing the wires from the relay to their destinations. When you find it, tape it up and reposition the wire so it won'trub again. Hope this helps.
