It is the vss (vehicle speed sensor). i had the same problem, cost £35 for sensor and clip. its behind the gearbox. very awkward job but can be done yourself. the hardest part is getting the pin out, you need a very good pair of molegrips and a lot of patience.

My 05 Focus speedometer is wacky. All other gauges and systems work fine. The speedometer needle doesn't go to zero when vehicle stops moving.

Sounds like the speedometer is faulty. If the speed sensor were the problem, the odometer would not work correctly, the transmission would not shift correctly, and the check engine light would be on.

Ford focus 1999 speedometer works then drops to zero only occasionally

leave well alone untill it packs up completely as it could be the head and if it is then it will cost quite a bit so leave well alone ,it could be anything from the cable to teh speedo head or even the drive .

Have a ford focus 2004 car, the last few weeks the dial for the speed keeps staying at zero, even though I could be doing 60km, also light staying on all time when driving

OK, have the engine codes scanned to determine what system to look at as far as the engine.

Then, look around the transmission VSS or vehicle speed sensor to see if a loose wire or connection at the harness is causing the lack of speedometer reading.

Maybe try to wiggle the harness a bit to see if on the next drive the speedometer function returns.

If the VSS is changed and connected to the harness and the problem still exists, the wiring should be checked for continuity by a technician.

INTERMITENT SPEEDOMETER MALFUNCTION, OK FOR AWHILE THEN NEEDLE DROPS TO ZERO ODOMETER STOPS

Likely one of the speed sensors on the trans, and depending on year of the vehicle, some of the 90's models had the Vehicle Speed Sensor (VSS) mounted on the transmission.
