Hi, the steering wheel does not whine or grind, it sounds almost as if you were stretching a rubber band ..is the best way i can describe it.This problem just arose a few days ago and is occouring more frequently as I drive..almost as if the steering wheel locks up, until i use alot of force to turn it.

Does the power steering whine or grid? This could point to the need for a new pump or belt for the power steering system.

I have ran into 2 issues in these vehicles---if it binds while sitting still also, check the steering shaft, i have found the u-joints in the shaft tighten up and binds dangerously tight---if they are free, sounds like you may have a steering box issue or restriction in a line---hope this was helpful!!

The police package interceptors had a common problem with the fans seizing up. There was a TSB ford released to correct the issue which called for the replacement of the electric fan assembly with an updated fan assembly.

They had a couple different alternators for that car, basically the same alternator but different regulators, might be where your trouble lies

The PCM is programed for the LS engine parameters and now that you have changed engines the signal from the new engine are out of parameters> Either see if you can get the PCM reprogrammed at a dealership or purchase a new PCM and program the chip with the police engine interceptor to the vehicle> you may also return to the place where you got the engine and purchase the PCM for the police vehicle.

Trying to locate spark plugs on 99 crown vic police interceptor engine

They should be mounted down in the cylinder heads, you'll need to remove each coil pack. A long extension and 5/8in spark plug socket and an extendable magnet will help. Also, you may need to remove the fuel rail to get to move the coil packs.
