With both keys?
on flat ground, no curb against tires?

you do know, right, working here and not defeating air bags, per the FSM book, invites a broken neck, right, ( get is serviced or read all the words in the fsm ,under steering) and win.
IFA, im clueless.


also steering locks are in fact a normal feature.
takes wiggling to make it unlock the dog latch inside.
then there is park lockout.

try wiggling /turning the steering wheel hard side to side while trying to start it seems like the steering wheel lock pin is stuck or broke if sticking /stuck usually shaking or williging it will let it retract if broken need to open column to repair

get front tries off crubs, or rocks or other things blocking them.
then turn key gently, (wiggle it)
and then turns steering (L/R wiggle it)
bam it unlocks, the operators guide covers this topic.

the lock is bad, needs wheel off.
ive done 2 this year,
the lock also has 2 anti tamper screws (clamp there) by LAW.
they must be removed with vise grip,et cetra.
then replaced with new 6mm bolts.

1: plastic shells off. (under neath shells)
2: see IGN switch, see it now> see how it surrounds the shafts>?
if you and seen that first, youd not be asking here, now.

3: wheel off..
4: remove the 2 clamp bolts from switch assembly.
5: this lets column drop and free up switch assembly
6: now it can be removed

i had to.
The steering casing shaft at the floor firewall down low,, only loosen the 4 bolts 4-5 turns.(trick 1) there.
allows column to move more easy.

the FSM covers this, 96 car is nearly the same
and book is rare free, but is here.
turn to 3F4 page 7, and read,

I have a 2009 Kia Rio. When i put the key into the ignition it will not turn therefore the car will not start.

wiggle steering wheel up and down sometimes the steering lock tab jams and wont permit key to turn ====if key worn down will not let ignition cylinder turn other is bad ignition cylinder

there may be pressure on the steering lock pin that prevents this
when trying to turn the key, move the steering wheel from side to side to let the pin come free.

I have a 95 camaro, I put the key in ignition and it will not turn the ignition. It's like it's stuck. Replaced the ignition module and still cannot turn ignition. Help!

the ignition module (ignition switch on top of the steering column) normally doesn't get stuck.

things you can try:
steering wheel lock: (the pin gets a "burr" on it and locks everything up) wiggle steering wheel back and forth while trying to turn key.

transmission lock (parking on an incline will jam up the interlock)
push the shifter farther into park while trying to turn the key, or wiggle shifter

Page 2-12 in your operators guide states;

"LOCK:
This position locks your steering wheel,
ignition, automatic transmission shift lever
and automatic transmission. This is the
only position from which you can remove
the key. For easier key operation when
unlocking the steering wheel, move the
steering wheel back and forth while turning
the key to the ACC position."


this means if car has wheels (tires) againsta curb or large rock
that means, wiggle the steering wheel and turn the key to lock
then it can do that.
in some cases it can be near impossible
like in San Fransisco, on a very very very steep hill.
the manual tells you set the hand brake first.
or you many not get the transmission out of park or steering lock failure. do to these forces at bay.

next time tell poster where your tires are.
we cant guess, that. and MATTERS.

Key will not turn over the car everything including the steering wheel is locked up

Try wiggling the steering wheel when you turn the key. Sometimes there's a steering lock. Also, make sure the car is in Park. Could be the lock cylinder, or the wheel lock jamming.

You have to wiggle the steering from side to side once it is locked. While wiggling it about try to turn the key at the same time.

Key won't turn in the ignition and the steering wheel is locked

In hope that you have the right key, put him in, try to turn the steering wheel a little bit at the same time you try to unlock the ignition.Sometimes it's possible that you've used your steering wheel as help wile getting out of the car. At this case, maybe the wheel lock snaps in, but the wheels are under pressure from the ground. Now you want to unlock your car at it seams that the key wont turn. The wheels get pressure from the ground, so the whole steering is under pressure and your steering wheel pressed against the locker block. If you try to turn the locked steering wheel, you'll see that it turns appr. 1" to one side. This is the needed space to unlock with the key. I hope that works in your case.
