Not sure what you are trying to do, but generally, the anchor point for a front seat belt will be a captive threaded fixture made into a reinforced section of the floor. When I install seat belts into old cars which did not come with them, I drill a hole in the best location I can find and then reinforce the anchor point with large washers top and bottom of hole, usually 2" or 3" heavy washers, and use grade 8 bolts and nuts with self locking inserts or grade 8 lock washers.
You give no make or model of car. Usuallly you have to remove the seat. You will need a trox rachet to loosen the anchor from the vehicles side. You must torque the anchor when you repace it. What happend to the old one.>?
