Solenoid is inside that starter. What you are looking for is the starter relay under the hood in the main fuse box. Your cover should say which is which. If you ran the car low on fuel a lot, the pump will seize up because the gas cools and lubes it. Check the connector by the gas tank isn't melted or corroded too.
