Unless the pump has been moved the timing wont have changed. if it has a hand throttle make sure it has closed , check the accelerator cable is not binding, and the air flap in the throttle body is closed . Other than that the governor may be at fault.

check the timing of the pump as pump timing if incorrect will cause engine failure . High rpms may be from the accelerator control not being assembled properly on installation or if ECM controlled the connection to the pump is not correct. Looking at ford diesel rpm specs , some fords run to 6500 rpms while others are at 4500 . As you have not stipulated the engine size or capacity ,it is hard to advise other than to go on line to googlr - type in ford max rpms for your engine and see what it is suppose to be

Upon start up my 1997 Ford F250 Powerstroke blows whiteish greyish smoke what is causing this.Normally it is a fair volume espeacially if the rpms are high and the turbo is spooled around 2000-2500 rpm it...

this symptom sometimes points to a bad turbo seal leaking oil, or it could be bad valve seals if it has a lot of miles could be valve seals does engine oil dissappear quickly if it does than its could be either when hot the turbo seal expends and stops leaking . there are ways to test each problem

I need of a turbo waste gate on a 7.3 liter

Yes it will hurt the performance if yo do anything wire the waste gate shut. however the waste gate is on the inside of the turbo unless you have a special turbo that is not stock.
