It reads speed value from a sensor installed over rear differential.
the sensors, of many do no governing. they only show RPM, some car called VSS vehicle speed senors, the engine speed is via, the crank CMP sensor, this lets the PCM Govern the Cruise controller software and the idle speed controls, but you never stated the symptoms , nor what Govenor, functinon has issues.? so answers will be wild guessing. "transmission , speedometer, or cruise" pike one.?.
if confused log in to alldata.com and read, it's all there , the libertiy , the engine is a 2.4L Power tek or the V6 3.7L , 2wd/4wd options, the Sport model has cruise(speed) option. 5speed manual and 4speed automatic options,. so what car do you have.
the best posts start with, car options, and posting the symptoms and then asking what to do with this problem, etc. if there is a problem did you use a scan tool yet, to see which DTc error you have, ? if cruise is bad, that is normal on all newer car , if there are other errors being thrown (DTC'S) FROM THE PCM. SCAN IT. first.
cruise (LIBERTY SPORT) Drops out anytime the PCM thinks(Allen Turing) there is danger of vehicle over speeding, (toyota lawsuits make all this worse)

Why not say the symptoms first
there are many speed controls(govs) on cars.
so I cant guess.
engine rpm & (isc speed reg, gov.)
road speed, called cruise control.
TCM the automatic trans has many speed sensors
some have 1 others 3. and uses the engine speed sensors too
to shift. so what is wrong. first.
all speeds come from a sensor.
so...... ever seen a scan tool and see all that data live ?
get the FSM and read it.
or alldata.com and study that, its all there, every word and process.

please elaborate, does your inside fan still works? does your compressor clutch kicks in?...would you know if you have refrigerant in your system? if you can trace the hose from the compressor to the evaporator, you can see a plastic cap normally blue with a big letter "L" at the top, then it is the low side fitting, you can remove the cap and get a pin and press the pin at the center( be carefull, refrigerant might be present). if there is none, then you have a leak. u lost all of your refrigerant that is why the ac did not work. if you do have a big burst of gas as you press it, then it is not a refrigerant problem,
a lot more to be tackle as you help me diagnose your problem.

First does it have a belt ore a chain and most newer one recomend at like 60k ore 90. If got a chain it stretch and you will not get great gas milage but it will not break like a belt
