I have a '97 4.6 ford crown vic. Only starts up when i apply gas n dies when i let off the pedal any ideas?

Most likely the Idle Air Control Motor, but you could have other issues suck as a leaking fuel pressure regulator, bad EGR valve, or massive vacuum leak.

    Buddy of mine thinks its a tps but a ford owner said its the fuel pressure regulater but when i hit the check valve on the fuel rail nothing sprays out buts its getting fuel i mean i can drive it n lay rubber down but if i let off the gas pedal at a stop it shuts off

If the cap rotor and plug wires are original, I would look at them first.
Also check the condition of the plugs.

in warm weather it idles fine and run fine
now that its cold I have to hold at high idle to have warm up

I would look under your car and look for gas stain's, it's either going to be the filler or vent hose's or the o-ring where the fuel pump goes into the gas tank.

Have you checked the fuel filter. Fuel pump will pressure up, but fuel filter could be clogged and not work without the pressure of the fuel pump.
