I have a 03 trailblazer I replaced the power steering pump today and I still have intermittent power steering. It was doing the same thing before in replaced it. Possible bad rack and pinion but is there a inline valve I don't see or possibly a blockage in the lines or cooler?

NO. You will have to purchase a few tools to do it. Snap ring pliers and a couple of picks/awls. Even if you buy a set of the tools, you will save money over buying a rebuilt rack. I get the kits at autozone for around $30. It comes with a diagram, but not instructions. There are nylons seals in it that have to be stretched and then reseated in the proper grooves.
