No generic code reader will read anything other than PCM/ECU codes, and sometimes ABS codes if you spend a little extra money.

The 1998 Chrysler Concorde also didn't have a instrument cluster that was controlled by the Body Computer. (BCM)
If your speedometer is working occasionally, then chances are that there is a intermittent short in the wiring or that one gauge is just going bad.

While you're driving or when it happens, try to pay attention to what makes it happen... Hitting bumps in the road or hitting the dash with your hand will be a sign of possible bad wiring.
If it worked when you shut the car off, and then doesn't work when you start it back up the next day could mean that the speedometer and/or instrument cluster is going bad.

How to reset trouble codes

You will need to purchase a trouble code reader/eraser. Keep in mind, once you erase a DTC, the code will always come back if the PCM recognizes a hard fault code. This is a reminder that the vehicle needs attention. This reader/eraser is available at ant well supplied auto parts store for around $40.00.

1998 chyrsler concorde stays in first gear??? What is it I need to purchase to repair it

If there is a Transmission shop close to you, have them scan the car for the DTC codes that would indicate what issues your transmission has. Check the fuse box for any bad fuses like the transmission fuse if it labeled and the wire harness from the transmission control module, (TCM). If your speedometer is not working, then it's your Vehicle Velocity Sensor (V V S) that need to be replaced and it's around $28.00 at the dealer and takes about 15 min to replaced. Take your time running the car so you don't burn out the transmission and engine running on 1 st gear. Which i believe is 2nd as it's in limp default. Good luck

Code p1698 for a 1998 chrysler concorde 2.7 i dont know what it means and noone seems to be able to tell me

Code p1698 means there is no digital data being recieved from the transmission control module to the power train or the other way around.
Take it and have the wire harness checked between the two modules, might have bad connection or bad wire. Also have the two modules checked, one might be bad.
They are expensive, so it's best to find out which one is bad, if it's not a bad wire, or dirty connection.
