My 02 Mustang's light was still on because of the door ajar button. Open the door look at the latch. The latch that goes up and down has a door ajar button hiding near this. It can be hidden by a rubber covering on the side of it. Or you can take the door inner door cover off and try to squirt some oil into the door ajar. You can try oiling it and work it back and forth. Also on the the latches sometimes they dip them in plastic. Mine was loose and would not let the door shut properly. So that was another problem with the light being on. I cut off the pieces that were jamming the latch up.
Check the wire that goes to each door switch. they may have a bare spot that allows them to touch the body . This will keep the dome light on. Also check the head light switch and dash lite dimmer control for melted wires.

Might sound funny but check the rheostat knob that dims the interior lights, sounds like its set to always on. Check the dome light too, some have always on and on when door is open settings.

I just had the same problem with my 2001 escape from relacing the radio and wires accidently crossed. I switched both fuses like you said, and got no where...until....I noticed there is a 10 fuse hidden on the far right side of the panel, closest to the brake pedal. The fuse actually runs vertical unlike any of the other fuses which run horizontal, so it is kind of hidden..try that fuse, it should solve your problem, if not then I don't know sorry..

The door switch provides a ground to the dome light... so there is no danger to you if you want to attempt a removal of the switch. A rusted or shorted wire in the door switch (of any door) will keep the dome light on.

The door ajar switch is located inside the rear door face along with the latch. They can tend to get dirty and sticky over time. Using your favorite petroleum based lubricating spray, shoot it directly into the door latch area, being very liberal. Open and close your doors several times to make sure the switch is working freely. You should do this one door at a time so you can diagnose which door is causing the issue in case it resurfaces. Should be good to go.
