Where is thhe emergency flasher located on a 2013 Nissan Rogue?
It is along side the turning flasher unit under the dash. best way to find it , turn on turning signal unit and follow clicking noise.
Here is what the service manual says. Looks like it is not a flasher relay but a function of the body control module.
TURN SIGNAL AND HAZARD WARNING LAMP SYSTEMSystem Description OUTLINE Turn signal lamp and the hazard warning lamp is controlled by combination switch reading function and the flasher control function of BCM.
TURN SIGNAL LAMP OPERATION - BCM detects the combination switch condition by the combination switch reading function. - BCM supplies voltage to the right (left) turn signal lamp circuit when the ignition switch is turned ON and the turn signal switch is in the right (left) position. BCM blinks the turn signal lamp.
HAZARD WARNING LAMP OPERATION BCM supplies voltage to both turn signal lamp circuit when the hazard switch is turned ON. BCM blinks the hazard warning lamp.
TURN SIGNAL INDICATOR LAMP AND TURN SIGNAL SOUND OPERATION - BCM transmits the turn indicator signal to the combination meter with CAN communication while the turn signal lamp and the hazard warning lamp are operating. - Combination meter outputs the turn signal sound with the integrated buzzer while blinking the turn signal indicator lamp according to the turn indicator signal.
HIGH FLASHER OPERATION (FAIL-SAFE) - BCM detects the turn signal lamp circuit status by the terminal current value. - BCM increases the turn signal lamp blinking speed if the bulb or harness open is detected with the turn signal lamp operating. NOTE: The blinking speed is normal while operating the hazard warning lamp.

it's basically a stand alone relay... most times... look for a relay by itself and often round. my ford winstars flasher relay was actually located in the fuse box under the drivers side dash. it was blue and larger then the other relays so that may be a clue to you.

I had the same problem twice before. Solved it the same way both times. In my case it was the Hazard switch at the top of the steering column. It was stuck. I knew it was that because the signal lights had been functioning perfectly until I parked my car alongside the road with the hazard lights on to do some nighttime fishing and sip a little white lightnin'. (just kiddin' about the white lightnin')
When I got back in my car to go, I turned off the hazard lights but I had no turn signal lights! So I kept pushing that hazard button up and down for about 30 times with my left turn signal arm down until it started working again. So after having this happen to me twice, I learned a valuable lesson: Don't ever use hazard signals in this car.

Flashers -REPLACEMENT
The turn signal flasher
is usually located in the convenience center, under the dash, on the
left side kick panel. In all cases, replacement is made by unplugging
the old unit and plugging in a new one.

For 1998 Ford Truck Explorer 4WD 4.0L EFI SOHC 6cyl the Flasher is located in front seating area, driver side, behind dash, mounted on steering column.
Both the turn signal flasher and the hazard warning flasher are
mounted on the fuse panel on the truck. To gain access to the fuse
panel, remove the cover from the lower edge of the instrument panel
below the steering column. First remove the two fasteners from the lower
edge of the cover. Then pull the cover downward until the spring clips
disengage from the instrument panel.
The turn signal flasher unit
is mounted on the front of the fuse panel, and the hazard warning
flasher is mounted on the rear of the fuse panel.
