Where is the fule pressure sensor on 1998 lincoln continental

I'm not aware of a fuel pressure sensor, you have a fuel pump relay and inertia switch that powers the pump, and a fuel pressure regulator on the fuel rail. If there is a fuel pressure sensor, I would think it would be on the fuel rail with the injectors.
Have you replaced the fuel filter and checked the fuel pressure with a gauge ?

At times fuel pump starts up & puts out 10 pounds pressure (fuel) and turn key on again later then builds up more fuel pressure .then the vehicle starts 2001 lincoln continental

your pump should supply 6- 10 lbs of pressure,, If you have to turn the key again to build it up more, you have a bad pump, its not holding a constant pressure, which will make for hard starts , and even if bad enough stalling of the vehicle
