Yes this can be issue with CATS. It can damage the catalytic converter due to excess gas going into the exhaust. This can be caused by several things...
1) Bad spark plugs ( replace if you haven't done this)
2) Clogged air filter ( just replace it .. cheap)
3) Clogged fuel filter and faulty fuel pump.
4) Bad fuel pressure regulator ( easy to check... look for it and pull the vacuum hose off. if you see or smell gasoline in the vacuum hose, then replace the regulator)
5) Since the check engine light was flashing... this is a temporary problem. it may or may not have saved an error code. Take it to a car parts place and see if they can scan for a code. It should be free.If
the problem repeats again n again then it’s advisable to get car scanned at
diagnosis center to get error codes, At
diagnosis center you will receive the error code. As per the error code it will
detect the exact faulty part in the car due to which the problem is occurring.

6) Pour a can of B-12 into the gas tank and also remove the intake hose and spray B-12 into the throttle ( not while it is running) to clean up the intake and some sensors in there.
7) Possible clogged fuel injectors... you can solve this with #6 above... pour 1 can of B-12 in the tank. You can get this at an auto parts store.
If still the same problem then its one of the sensors that is reading improperly and is feeding bad information to the PCM and causing it to adjust the fuel/air when it shouldn't.... this is getting into more technical ( other things to check is the camshaft position sensor and the crankshaft position sensor).

you should have it flushed only at 40k miles.some dealers will say every 30k miles....but it should not be changed until 125k miles....the fluid is very expensive...35 dollars a quart...but up to this point just flush the fluid which will clean it for reuse...
