The transfer case is no longer a simple device controlled with a single manual stick shifter.Just like the engine and trans, fuel system, exhaust system, electrical system...etc etc....It is a complex electrical world/circuit all unto itself. There are approximately 2 sensors, two switches, and an electric MOTOR and a computer, that all work in unison to provide the luxuries of "shift on the fly" transfer case abilities. As a complex electrical system,it must be diagnosed as such.Basic steps in diagnosing a problem follows in order of sequence....1:pull Diagnostic Trouble Codes (DTC)'s from the transfer case system 2:For every dtc is a diagnostic route to verify all the electrical sensors and controls and COMMANDS are in place anf functioning. 3: If all external electrical componenets are tested and verified functioning, the last diagnosis is 4: Internal transfer case failure.

i would say your reverse gear is locking up on you and that you need to get it to a transmission shop before you break the gear off trying to back it up,,it will mess up the other gears

SOURCE: 1999 jeep grand cherokee - brake lights and turn
The tail lights and the brake/turn lights use the same bulb but, there is 2 filamants in the bulb. One for tail lights and one for brake/turn lights. So just because the brake lights and turn signals work doesn't mean the bulbs are good. If bulbs are good you can check to see if there is power getting to the tail light assy's by unplugging the connector at the assy and using a test light probe the connector (harness side) with the headlights on. If you are getting power to the assy the test light will light. To make sure, turn off the headlights and test light will go off. Hope this is helpful. Good luck.

This could be an issue with the shift solenoid , but can also be caused by low fluid due to a leak, check your fluid. Is there a check engine light on, if there is it could be a solenoid issue.
