You need to ask yourself why it cracked in the first place? Was it punctured, torqued, or hit by something? I'm not a welder, but check EBAY for a replacement. It might be cheaper and more reliable to just find a replacement.

Have you ever replaced the brake calipers sounds to me you have stuck caliper piston and maybe stuck caliper bracket pins. Mayb e the caliper has come loose which is very dangerous.

Need head bolt,intake upper and lower and rocker arm torque lbs.

Head bolts--------- 22 ft lbs.
Intake upper------ 18 ft lbs.
Intake lower------- 10 ft lbs. Tighten vertical bolts first, the diagonal bolts, failure to do this will result in an oil leak.
As far as the rocker arm bolts, they have to be adjusted with the valves closed, tighten down just enough to turn the push rods with your fingers with slight tension.
This is out of a Technical Specifications Manual.

Can't remove the wheel from a 2006 town and country

aluminum wheel, steel hub. corrosion creates a sticky situation. Try a large blow to the side wall of the tire, carefully as the blunt object used will most certainly bounce back! A couple of blows to the front then rear of the sidewall (while looking at tire from side) should brake it free, when replacing, use anti-sieze on the hub where alum and steel meet.
