Go to your nearest Toyota dealer. Purchase this part number: 77360-22020; approx 4 dollars.

Open the fuel door. Being careful, remove the leftover plastic that is hooked by the door hinge. Insert the new spring assembly under the slot, and press it in until it clicks into place. Very easy to do.

Probably best to replace that too as having new items means that in the long run you have security in knowing what parts are new. May be a poor seal around the plastic bit, but also check the clips you are using are tight enough, possibly buy some new if loose

1999 toyota camry. Can only pump fuel into tank

What it does have is a plastic checkball(almost like a ping pong ball ) in the tank which prevents back flow up the filler neck. If this hangs up,it will cause poor flow the right way fuel goes in the tank. I have poked around and got these to free up before. The last time I used a small peice of plastic tubing and successufully freed up the ball.Severe cases my require tank removal as there are some makes and models out there requiring a replacement fuel tank.

Unfortunately diesel leaves a residue in the lines and on the injectors.
There is only one cure for this, take out the injectors and get them serviced and flush all the fuel lines out with clean gasoline.

Check the fuel pressure on the fuel rail on top of the motor. Diesel fuel tends to be "dirtier" than gasoline, and I'd be willing to bet the fuel filter is stopped up.

Replace and location of fuel filter on an early 97 4 cyl camry

The fuel filter on a 97 Camry is located on the firewall, on the driver side of the engine compartment, right above the transmission. This is not easy to change. Suggest that the engine to be cold when attempting this to avoid getting burns from the hot engine. Note also that when the filter is removed, fuel may still be under pressure, and it my spray for a bit. Now, here is the bad news: Toyota fuel filters are notoriously overtightend when assembled at the factory. This being said, when you remove the filter, the threads from the line running from the bottom of the filter (to the fuel tank) my strip out when you remove that line, and you could very well need to replace that line, along with the filter. If the engine is running poorly, investigate & exhaust all possibilities to correct the running condition before condemning the fuel filter. Finally, always use new copper gaskets when replacing the filter (it should come with 2 new gaskets).
