Not for sure dealership could not get a new remote to program
First things first, take out the remote battery for at least 10 minutes ( so the internal battery drains), then put it back in and try again. Also check to see if the battery is good, if you have a replacement battery I suggest trying the new one. other than that, you may have to go and have the remote reprogrammed or replaced. The best place to do that is an independent mechanic, one that specializes in remote electronics i.e. keyless entry, remote starter etc, and NOT the dealership, they charge far more than they should and are often almost useless. A prime example is the spark plug wiring harness I had to replace on an 78 f-350 during a roadtrip. The Ford dealership mechanic diagnosed the problem and suggested that I not get one from them (I was impressed by his honesty, way to go Ford) and that I should go to a store like Lordco or Canadian Tire because the harness the dealership had was almost $400 at the time, and that was just the harness, installation was extra, at $48+ an hour. I wanted to install it myself anyway. I found the exact same one at Can Tire for less than $80, installed it in about 25 minutes and it worked great. No problems for 4 years until I sold it, it's probably still good.
So, find a shop that has a frequency scanner, that will identify the remote signal code and the receiver code, if they don't match, that's the problem, if they match then it has to be the transmitter or receiver. if all else fails, check the manual for battery instructions, specifically, HOW TO RE-SET THE ON-BOARD COMPUTER. The usual way is to disconnect the car battery, (some have a switch) wait at least 10 - 15 minutes to drain computer back-up battery, re-connect and try again. Sometimes that can cause problems so again READ THE BATTERY SECTION IN THE MANUAL FIRST. Other than that, you may have to buy an aftermarket entry / starter kit, a new transponder may help also, some kits have both, some are just the remote, some are just transponder, some are both, and have it replaced. You can usually find them at any store that sells aftermarket car accessories (NAPA, Can Tire, Lordco, Meineke etc). If you're not mechanically inclined have it installed by them. a good one shouldn't cost more than more $100 to $200 + / -. I've included a few screenshots of ones from Can Tire. The only thing you have to do is flip the ignition 5-7 times, DO NOT START THE VEHICLE, and you'll hear the doors lock/unlock and that's when you press 1 of the buttons on the remote and it's programmed.

Close all vehicle doors, LOCK doors using drivers side switch.
Insert key all the way into the ignition, (do not turn) remove key.
Repeat this step 5 times. (6 total)
Hazards should flash to indicate program mode.
Press any button on transmitter to be programmed, hazards should flash to indicate successfull program.
*For additional remotes, cycle drivers door lock UNLOCK, LOCK, press
any button on remote, hazards should flash. Repeat step as necessary.
Ignition ON, (engine off) ignition OFF, UNLOCK using drivers side switch, test remotes.

1) Turn key from OFF to ON eight times within 10 seconds ending in the ON position.
2) After doors lock then unlock, press any button on the
remote being programmed.
3) The doors should lock/unlock to confirm programming.
4) Turn key to OFF and door locks should cycle one last time.

I bought a remote the other day and got these instructions with it. They worked!
1. Make sure vehicle is in Park
2. Press Vehicle Information button (has the icon of a car and an 'i')until 'PRESS *check mark* TO RELEARN REMOTE KEY' displays.
3. Press set/reset button. The message 'REMOTE KEY LEARNING ACTIVE' will display.
4. Press and hold the lock and unlock buttons on the transmitter at the same time for about 15 seconds. A beep will sound indicating that the transmitter is matched.
5. To match additional transmitters at this time, repeat Step 3. Each vehicle can have a maximum of four transmitters matched to it.
6. To exit the program mode, you must cycle the key to LOCK.

Key Fob Auto Learn
This procedure will first erase all known key fobs. The procedure will then program a single or multiple key fobs. Method 3 is a series of three 10-minute key cycles, for a total of 30 minutes. This procedure requires that you have a replacement key fob and the vehicle mechanical key.
Important: All previously programmed key fobs will be erased upon completion of the 30-minute programming procedure. The order in which the key fobs are programmed will determine its numbering position within the RCDLR memory. The first key fob programmed will be key fob #1, and the second key fob programmed will be key fob #2. The number stamped on the key fob case is for reference only: #2 can be programmed as #1.
Do not place any known good key fobs in the vicinity of the vehicle when programming.
The vehicle must be OFF.
Place the replacement key fob in the console pocket with the buttons facing forward.
Insert the vehicle key in the driver door lock cylinder located in the driver door handle and cycle the key 5 times within 5 seconds.
The DIC will display a message: OFF/ACC TO LEARN.
Press the OFF/ACC portion of the ignition button.
The DIC will display a message: WAIT 10 MINUTES, then it will count down from 10 to 0, one minute at a time.
When the counter reaches 0, DIC will display OFF/ACC TO LEARN.
Repeat steps 5-7 two more times, for a total of 30 minutes.
The DIC will display a message: OFF/ACC TO LEARN.
Press the OFF/ACC portion of the ignition button.
A beep will occur and the DIC will display: READY FOR FOB 1. At this time all previously known key fobs have been erased. When fob 1 is programmed a beep will be heard and the DIC will display a message: READY FOR FOB 2.
Additional key fobs can be programmed by taking fob 1 out of the pocket and inserting fob 2. If desired, up to 4 fobs can be programmed. Once 4 fobs have been learned, the DIC will display a message: MAX FOBS LEARNED, and automatically exit the program mode.
If learning less than 4 key fobs, press the OFF/ACC portion of the ignition button to exit the program mode.
Operate the active portion of each key fob in order to finalize the programming sequence and verify correct system operation.
Good luck and hope this help's keep me posted, there are 3 other methods and the 5th method is a tech 2 scan tool that the dealer uses but this should work on your year of cadillac.
