wow. a lot of bad information on this site. Refer to a manual for the proper torque sequence. The civic I believe is a two step torque procedure. First 22 ft lbs, than 53 ft lbs.

UPPER CONTROL ARM:

Do not disassemble the upper arm. If the ball joint or bushings are faulty, or the upper arm is damaged, the entire upper arm must be replaced.

  1. Raise and support the vehicle safely.
  2. Remove the front wheels. Support the lower control arm assembly with a floor jack.
  3. Separate the upper ball joint from the steering knuckle using a ball joint separator tool.
  4. Remove the self-locking nuts from the upper arm anchor bolts. Remove the upper arm from the vehicle.

Do not disassemble the upper arm. If the ball joint or bushings are faulty, or the upper arm is damaged, the entire upper arm must be replaced.
To install:
Use new self-locking nuts when installing the upper arm and strut.
  1. Install the upper control arm assembly into the strut tower.
  2. Connect the upper ball joint.
  3. Install the front wheels and lower the vehicle.
  4. With all four of the vehicle's wheels on the ground, torque the upper control arm nuts to 47 ft. lbs. (65 Nm). Torque the castle nut to 32 ft. lbs. (44 Nm); then, only tighten it enough to install a new cotter pin.
  5. Tighten the wheel nuts to 80 ft. lbs. (110 Nm).
  6. Check and adjust the vehicle's front end alignment.
The bushings on the front lower control arms are replaceable on most models.
This procedure requires the use of a press and may be above the skill range of the average driveway enthusiast. It is recommended that this procedure be done by a qualified machine shop if you are not skilled in the proper use of a press.
  1. Remove the lower control arm that is in need of new bushings.
It is recommended that both the left and right lower control arm bushings be replaced at the same time. The vehicles handling may become unstable if there are new bushings on one side of the car and worn ones on the other.
  1. Set up the control arm in a press.
  2. Using a impact socket of the correct length and size, press out the old bushing.
  3. Install the new bushing by slowly using the press to push it into the control arm.
  4. WARNINGExcessive force could cause the bushing to bend or tear so be careful.
  5. Once the bushing is properly seated in the control arm, remove the arm from the press and install it on the vehicle.

it is more than likely a short in the headlight switch. also try the dimmer switch on the dash for the dash lights.

99 chevy malibu v6 3.1 engine, head bolt torque is-- 98 through 2001 is step1- 37 foot lbs, step 2- rotate an additional 90 degrees (1/4 turn). the rocker arm bolts are 168-in. lbs.

Head torque specifications

Torquing the head bolts is done in 4 steps.
step 1 14 ft/lbs
step 2 36 ft/lbs
step 3 49 ft/lbs
step 4 retourque bolts 1 and 2 at 49ft/lbs.

99 Honda civic 1.6 engine torque specs and sequences for cylinder head

Tighten the cylinder head bolts to their final torque specification in two steps. Use a crisscross sequence starting with the bolts at the middle of the head and working toward the outer bolts.
  1. Step 1: Tighten each bolt to 22 ft. lbs. (30 Nm).
  2. Step 2: Tighten each bolt to 61 ft. lbs. (85 Nm).

Below is an image showing the torque sequence. The torque procedure is a three step process:

Step one torque all head bolts to 14 ft.lbs.
Step two torque all head bolt to 36 ft.lbs.
Step three torque all head bolts 49 ft.lbs.

CRANK SHAFT PULLEY BOLT TORQUE IS 83 FT LBS. MAIN BEARINGS TORQUE IS 48 FT LBS ROD BEARINGS TORQUE 23 FT LBS. YOU NEED A BEARING SEQUENCE GET PIECE OF PAPER WRITE NUMBERS 9 5 1 3 7 AND UNDER THIS NUMBER LINE NUMBERS UP ON EACH OTHER WRITE DOWN NUMBERS 8 6 2 4 10 YOU HAVE 10 CRANKSHAFT MAIN BEARING BOLTS. WHEN YOU LINE UP BOTH NUMBERS YOU WILL START TIGHTEN BOLTS 1 AND 2 TIGHTEN BOLTS 3 AND 4 TIGHTEN BOLTS 5 AND 6 TIGHTEN BOLTS 7 AND 8 TIGHTEN BOLTS 9 AND 10 YOU ARE TIGHTEN BOLTS IN A CRISS CROSS PATTERN. Tighten the cylinder head bolts to their final torque specification in four steps. Use a crisscross sequence starting with the bolts at the middle of the head and working toward the outer bolts as follows:
  1. Step 1: Tighten each bolt to 14 ft. lbs. (20 Nm).
  2. Step 2: Tighten each bolt to 36 ft. lbs. (49 Nm).
  3. Step 3: Tighten each bolt to 49 ft. lbs. (67 Nm).
  4. Step 4: Retighten only the two center bolts to 49 ft. lbs. (67 Nm).
