Let's assume you mean fuse (not fuss). Look in main fuse block for fuse labeled "Radio".

You need to replace the switch which is not to expensive

Here is the fuse panel digram for the '03 crown vic:
Try Replacing Location 1 (15 amp fuse ) or Location 2 (5 amp fuse).

For check passenger compartment fuse panel, is located below and to the left of the steering wheel by the brake pedal. Remove the panel cover to access the fuses.

Local Ford dealership service department provide answer on location of the fuse panel. Fuse panel is located directly under the steering column. The cover panel is held by two screws and the power antenna swithch locking ring must be removed.
