Ken, Flasher relay is located under the dash, beneath the radio, in a black plastic cover. turn your signal on(if working) and you can feel it ticking. It is the BL"UE relay. hope this helps.
if the bulbs on outside are ok, and it will not flash on dash and stays completely lite up. replace the turn signal flasher. Look under the steering column and locate the fuse box. The fuse box is under
the plastic kick panel. Under the panel is a yellow case that holds the turn
signal relay. Test that this is the relay by turning it on and placing a finger on the
relay. You should be able to feel the relay clicking. Pull the relay from the
socket and plug a new one back in. Reattach the kick panel and start the

it may be the flasher unit is faulty & needs to be replaced, you should find it under the dash on the drivers side it could be a square or round unit with a connector plug on it, when you remove the connector plug the unit has three pins on it........hope this helps.......cheers.
It is not the flasher if the hazards work, it is 1 flasher for both turn signals and the hazard lamps. It is in a relay block ( along with the blower motor relay ) under the dash, about in line with the steering wheel column ).
Try tilting the steering wheel all the way up, and test again.
The other quick test is to cycle the hazard switch a few times, to see if it cleans the contacts for the turn signal on the MFS,
If the lights come on but just do not flash, replace the flasher relay. Your Thunderbird has 2 flasher relays. One for the Turn signals and one for the Hazard lights. The turn signal relay is located Front seating area, driver side, under dash, driver side of steering column, mounted in lower corner of fuse block . The hazard relay is located Front seating area, driver side, under dash, driver side of steering column, mounted in rear of fuse block. you have to take the plastic off underneath the dash on the drivers side on the left side of steering wheel. This brings you to the fuse box when you get to the fuse box the flasher relay is there in the fuse box
