SOURCE: My rear seatbelt in my subaru outback is locked and wont pull out to buckle up. Can it be fixed

I assume you've already worked the seat belt end back and forth with force. Did the belt move at all? Did you remove the rear seat bottom cusion from the car? That will give you additional leverage on the belt.
If the belt twisted the last time it was used and then rolled up, you need to go to the dealer or an upholstery shop for help.

SOURCE: Is there a timing belt or chain in a 2004 Subaru

The 2.5L engine has a timing belt and it should be replaced at 105K. The 3.0L engines have a timing chain and are not serviced regularly.

I can't find the fuel filter on my 2004 Subaru Outback h4

Hi Joey, 2004 was a changeover period for fuel filter location....depending what month your Subaru was built, the pre 2004 models had the filter mounted under the bonnet in front of the brake cylinder, 2005 onwards is in the fuel tank!

What does it mean when my abs light is on in my subaru outback.2004

Most likely you have a bad wheel sensor. Each wheel has one. They aren't easy to change because they are almost always rusted in. They're not cheap either. If you do nothing you will have regular power brakes, in other words no antilock just normal brakes.

Sound when braking hard

If the front brakes were ok, I would have a look at a possible wheel bearing problem. Does the problem change noises at different speeds or is the problem only heard when breaking.
