I've taken the horn pad off steering wheel, checked fuses, unplugged horn relay. The only thing that keeps it from blowing off and on is to disconnect the battery.

when you took of the horn button it was still blowing?Do you have an alarm from factory on the car?

If you can't find the fuse in the fuse box, try looking in the breaker/ relay box. It is usually a 30 amp, big fuse, for the horn, and there shouldn't be anything with it, but you never know. The breaker box is near the battery or in the engine comp. I don't know exactly where they stuck yours, but most cars are close. Hope this helps.

It is very easy,just use your fingers and pul.
It will come of then you will see a little wire that is for horn ,just disconect it.
That you can use 27 mm socket and remove the steering wheel
This is corect if you have a factory steering i suppose?

Its possible that your starter go to bad. This replacement job is easy but slow. Jack up the car from the jack plate if you got one. Put stands under the back.
The starter is on the right side just above the axle, you can't miss it.
The trick was to get the car high enough. Crawl under and from beneath
it was no problem. 10 mm allen comes off nicely with a allen socket if
you got one. Lay under the car with your head toward the front, and reach up over the
top of the trans with your right hand. with a ratchet and long 10mm
allen socket, you can get a couple of clicks back on the ratchet and
then push up firmly. In addition I find this pictures about this task... howto/starter and other DIY info in 911_starter_install.htm
While down there check for oil leaks, damage, cv boots, exhaust etc...
Additionally, check
neutral start switch or clutch switch as their good the starter could
have failed as tapping on it with a hammer while trying to start may
wake it up but if does start doing this the starter needs to come off to
be rebuilt or replaced. If it's cover with oil then that needs to be
found and fixed too.
