Freeze plugs are located on the sides of the engine block and in the cylinder head. there are some plugs on the back of the engine block where the trans bolts to the engine

That is referred to as a freeze plug. They are placed in engine blacks and heads to prevent cracking should the coolant freeze in the block. The expanding water would push them out. They will rust out over time. They can be removed and replaced. They are just a press-in metal disk.
Try first to clean out the MAF sensors and the intake with tuner cleaner spray. Check also the the fuel regulator. Check also for holes and gapes from the air filter to the intake manifold. An error on the O2 sensor mean does not mean it is faulty. It may also be related to the air fuel mixture. Check also the wiring of the sensors (MAF and O2).
I am assuming you would want to know the placement of the fuel filter. It actually depends if your Elentra is a Sedan or Wagon. To my knowledge a 99 Hyundai Elentra has an inline fuel filter. It is located in the engine bay right against the firewall. It could either be on the driver side or the passenger side. It looks like a small canister with tubing connectors at the top and bottom. It is normally held by a clamp.. It maybe necessary to remove the air filter box to have easy access on removal of the fuel filter. It is a sound practice to relieve the fuel pressure prior to fuel filter removal.
