If your water pump has failed you will simply just have to change it.It does not have a fuse and a rule of thumb is change the water pump when you change the timing belt at 60000 which is the correct interval to change the timing belt and you already have easy access to change the water pump also.
yes. the impellor on these engines have a tendency to come off the water pump.First you can see if the pump is working by removing a heater hose then have someone to start the engine. if the water sprays a good, solid stream out then the water pump is good. if the water just barely comes out or not at all then the pump is weak or "bad".

You don't have too, but not bad idea, the timing belt drives the water pump, if you just replace timing belt, and not water pump, water pump could go out and mess up the timing belt, now it has to be done all over again, timing belt, water pump and labor.

I would go to auto zone and get a diagram and the timing belt and do it yourself and the water pump (no it does not have to be changed everytime the timing belt is changed but if the car has over 60,000miles then it is best to change them both) it is not that hard especially if the car is not out of time just make sure you disconnect the negative side of the battery
leaking water pump was standard for that year. Changing it without changing of taking of the cam belt shouldnt be a problem. but wen u get the new water pump make sure it the same cause in changes from serise 1 to serise 2
