SOURCE: Steering column is becoming loose on 1988 Buick Lesabre

There are 3 bolts inside that have backed out, this is a tough job. You have to have special tools to complete this job. You have to pull the pins on the side after disassembling to access the bolts.

How do I remove the panel beneath the steering wheel?

There is a panel directly under the steering column will just pull down... you have to do that to take off the panels covering the steering column. The bottom panel of these two is held in place by screws.

1989 chevy celebrity with adjustable steering and pulsating intermitant wipers etc. Steering wheel loose and rotates in 45 degree angle from side to side and up and down.

Well, first of all, the odds are the tilt section can be tightened back up without replacing anything. There are 3 bolts that get loose over time.
Second, if you really do need another column, any A body GM car built between 85 and 90 will work. That includes Pontiac 6000, Buick Century, and Olds Cutlass Cierra. The only real difference is the steering wheel which you would not have to change.

The key will not turn over to kick over the starter. i got a new key assembly but cant figure out how to take the wheel apart to put it in

there are some videos on youtube showing replacement of the lock cylinder on various GM products. from the few i have watched it is more of removing the cosmetic plastic pieces around the steering column as opposed to removing the steering wheel. if the car has an airbag, you do not want to pull the wheel off anyway unless you are trained.

I have an 85 ford tempo, it will only stay running

You could have a faulty wiring harness on the steering column (or it could just be loose) or you need to replace the ignition.

If you look under the dash. You will see a support bar with a bolt on each side. This hold column in place. The other connection is where the column sits inside gearbox. The gears could be worn or box is loose.
