Check for power and grounds at the headlight plug for both lights as you could have 2 burnt out lights, have had this happen a few times. you don`t say if its just the low beams. there are 3 wires one is the ground one is low beam and one is high beam. it could also be the headlight switch that is bad on the headlight circuit only. have had this happen twice. you would have to remove the switch from the dash to gain access to the plug connector to test the wires coming out of the switch, for the headlights. a third thing is it could be the dimmer switch that is bad. myself I would check the dimmer switch first then the headlight plug at the lights then the switch for the headlights.

SOURCE: 2004 chevy impala no headlights

there's a button on the right side of the steering wheel that says serv push that button. It's put right there for when they use them as police cars you can cut the headlights off. You will probably notice that dash lights are on.

GMC Yukon 1999, parking lights stay on when truck turned off, why?

If you pull the 20amp park lamp fuse and the lights stay on, it almost has to be a short inside the headlight switch.
Will the lights go off if you unplug the headlight switch ?

I have a 1987 Nissan pickup. With no headlights plugged in, I get 12 volts of power to the headlight plugs. As soon as I plug headlights in, I get no power on the volt-meter.

Are the headlights working ? If so they would pull current thru the switch and leave nothing for the meter.
If not you could have a weak connection between the headlight switch and the source of power, including inside the switch. The connection could be good enough to power the meter but not good enough to power the lights.

Head lighst do not come on all other lights work

Check the fuses, I am not sure if the 1990's had a headlight relay or not (My 1987 Cabriolet does not) but if there is a head light relay its by the battery, if there is one, put your ear down by it and have someone turn the headlights on, you should hear a click.

Also, the turn signal switch/cruise control switch, pull it forward towards the steering wheel and see if the lights come on. If the headlights come on when you pull that assembly towards the steering wheel I am thinking you have a bad headlight switch.

Low beams stopped working high beams work fine

Either both bulbs are bad(I've seen it before) or your
dimmer/headlight switch is bad. If you can without pulling the bulb, pull plug from the light. If it's a 4 lamp system pull the low beam. Do this on the left side as the right feeds from the left. With a 12v test light, check for power. (with lo beam on) if you have
power, change the lamp, if you don't it's most likly
the dimmer switch at the steering collum.
Hope this helps Good luck

No head lights! HELP PLEASE!!

Probably the combination switch, located in steering column, controls all lights. On ours, we lost all lights EXCEPT headlights, fuses and bulbs were all good. Replaced the switch yesterday (well, our Sidekick had two switches) and now all lights work fine. You need to pull the steering wheel to get at the switches. We got parts at a junkyard, but AutoZone also sold them at less than dealer prices.
