Good day, this is one of my favorite, but weird fixes!
The lamps on your old chevy are dual element type, one element for the parking lights and other for the brake/signal. When you turn the signal on, it separates the brake lights on that side from the rear brake light allowing the rear lamp to flash instead of constant on. What happens is that an element / filament has broken and 'droops' down into the other element filament and gives a weird and unpredictable short circuit between the parking lamps, brake light and signal lamp flasher. Have seen this many, many times. Quick, cheap and dirty fix is to get a box of replacement bulbs (they are cheap!) for all the dual element bulbs on the car - front and rear (sometimes even the markers) and replace them

I have a 86 Monte Carlo Ss and when I turn on the right turning signal all of the lights start blinking. What could be causing this?

Check the body ground from the battery to the body it is a small 10 or 12 gauge wire that is hooked to the battery cable at the battery.

Treing to locate the turn signal flasher on a 2001 monte carlo SS

Well believe it or not, the wiring diagram shows the Body Control Module controlling the turn signals. I show a 3 prong black square relay for the turn signal flasher which would be in the fuse block on the driver's side of the dash panel if your car has one.
That BCM is $100 rebuilt if your car uses it to flash the lights.
I would check with a dealer parts dept to make sure. You may need the VIN number when you call the dealer.

2003 monte carlo turn signals blinking too fast, all bulbs good drl lights running on low beams not high beams

Just replace the flasher. you can find it under the dash on the drivers side... Just turn the key on and turn the signal light to one side or the other and follow the clicking noise.

Right turn signal doesn't work.

the next step and almost certainly the problem is the turn signal switch, have seen this symptom on other years around yours and switch fixed it.
