SOURCE: 1994 town car rear windows will not open or close
Try checking the fuses and circuit breakers for the power windows first, if there good then it could be the the rear window lockout switch, check for continuity in the unlocked position. If it does'nt have continuity replce the switch.

THE WINDOW REGULATORS ARE NOTORIOUS FOR GOING BAD ON THESE CARS. REMOVE THE INSIDE DOOR PANEL TO ACCESS THE REGULATOR IN THE DOOR. Hello Callahan5922....this sounds like a stuck blower motor resistor. I assume the blower won't function in the a/c mode either? If you have a digital multimeter you can check this. I believe it's fuse #2....if the digital indicator goes up or down when you increase or decrease the fan speed thats good. Locate the blower motor resistor....you wil find it located on the fire wall behind the right valve cover hiding behind the heater hose, it's about the size of a cigarette pack. With the engine off, and key in on position, turn the A/C on High, and rap a tap tap tap on the resistor. You might be suprised when the blower motor takes off a runnin,

SOURCE: gas gauge and speedometer both don't work
First check all fuses, you should have two different fuse cases one in the engine compartment and one under the driver side dash.
If it's not a fuse you're going to have to break out the multi-meter and work backwards from the gauges all the way through the electrical system until you find your short. The fix will depend on where the problem lies, more than likely a relay along the way. If it was just your gas gauge I might suggest a fried gas pump, so you might want to check the relay for that as its easy to get to. That happened to me in a 88 Mark VII.
If you're not an expert on disassembling and reassembling a car dash you may want to take it into a shop, try to find one that does a flat rate for diagnosis since it will probably be a few hours to figure out the root issue.
