I need to know how to properly install my 1996 Honda Accord Non V-tec's timing belt system. It blew out while I was accelerating normally at around 40-45mph.
You didn't post the size of motor so please use the one that is for you:
2.2L (F22A1) ENGINES
Install the timing belt, around the pulleys, in the sequence shown
: View of the balancer belt and the related timing marks — 2.2L (H22A1) and 2.3L engines 
2.7L and 3.0L Engines
The timing belt MUST be properly routed — 2.7L engine 
Following this routing diagram when installing the timing belt — 3.0L engine
Crankshaft timing belt sprocket alignment mark locations — 2.7L and 3.0L engines
Left camshaft timing belt sprocket alignment mark location — 2.7L and 3.0L engines
Rear camshaft timing belt sprocket alignment mark location — 2.7L and 3.0L engines

i have a 1997 acura cl 2.2 ... does this motor require a timing belt balancer and a timing belt .. question is do i need 2 belt or just one .. i have no belts under my timing belt cover

I need a diagram on a 2.2 engine honda accord timing marks
Be sure to turn the motor over by hand two complete times make sure it does not bind if it does your marks are off if you turn it by the starter it will bend valves
I think my procedure belongs to the second picture posted( accords over the year 2000) the one with two timing belts, but for the 90s use the same procedure excluding all related to the small belt, good luck, always remember that dealers dont want you to get involved in any fix, they want you to take your car to them . then to apply you an astronomic and exagerated charge for their services the same happens when you need parts from them, it will cost 3 times more than what you can find in autoparts.
I think its too involved to explain on a forum like this. If you are serious about keeping the car and performing your own maintenance, I would buy the factory service manual from www.helm.com . About $100. Well worth the money. The labor for just that one job will be probably 2 or 3 times that. Be careful, because some Honda'a are interference fit and the pistons can hit the valves and bend them when the timing belt breaks while the engine is running.
nothing from another world, first remove the spark plug of cilinder # 1 (the one closer to you) so using a long screwdriver you can feel when piston is at the topmost position leaving the piston # 1 is the same that sinchronizing the crankshaf by its marks, in this case you need no timing mark on the pulley) make shure to be the most accurate possible while you turn the crankshaft with wrench cause it wont accept a single teeth error, once the crankshaft is in position go up to put the camshaft in position. you will see the letters u p ( turnit till the letters will be at top) then on both sides should be two marks that will point to both sides of engine block, the rest will be to mount the belt starting on water pump wich will be at right then crankshaft, then camshaft ( between crankshaft and camshaft on the left side of belt make shure the belt be tight and also that they dont move while you do this) the last thing to put the belt on will be the camshaft , for the second belt ( the one that drives the timing balancers0 the only thing to observe is on the laft balancer the mark must point another mark on oil pump, once installed both belts make shure to lock the tensioners bolt and that both belts are tight. (not in excess because if they are extra tight they will scream, good luck. warning : if camshaft and crankshaft are wrong sinchronized there is a big risk of valve damage by been hited by piston and bended....

Odds are you bent valves anyway and if it didn't, when you do the belt, if it's not exact, then stand that chance; Either way I believe you are over your head on this. Tow it to a shop and have them handle it
If your timing belt broke while driving 40mph odds are your valves hit the pistons, these are interference motors. once you have the belt put on immediately compression test the motor.

im almost positive that you bent valves that it a interferance motor do a compression test or run a borescpoe down the spark plug holes
It could have bent all the valves, remove cover and check that all the valve go up and down by turning the cams by hand
