You need to do a fuel pressure check.. You will need a special fuel gauge and the appropriate fittings and adapters are needed to properly test the fuel pressure.
1. Relieve the fuel pressure.
Remove the fuel pump relay form the Power Distribution Center (PDC) Start the engine and run until it stalls. attempt restating the engine until it will no longer run. Turn the ignition key off. Disconnect the cable from the negative battery terminal. Replace the fuel pump relay in the PDC. Any if you get any trouble codes at this time you will need to see a shop to have them cleared.
2. Disconnect the quick-connect fuel line fitting fuel gauge into the fuel line using the appropriate T-fitting and adapters.
3. Start the engine and check the pressure on the gauge, your reading should be 49 PSI with the pressure with the engine idling.
4. if the fuel pressure is not 49 PSI:
1) if fuel pressure is higher you could have a pinched of clogged fuel return hose of pipe. if the line is not obstructed check the fuel pressure regulator.
2) if fuel pressure is lower check the fuel filter, look for a pinched of clogged fuel hose between the tank and the fuel rail. check the pressure regulator for malfunctions. Look for leaks in the fuel line.

my manual says, 1 close doors, 2 place key in ignition & turn key between off and on position for a total of 4 times ending in the off position (do not start engine), 3 press driver side door lock button to lock doors, 4 you will hear chime when programming is completed

Dear Ron, you have replaced fuel pump and fuel filter. You have checked the fuel pump relay. Still no fuel in rail. Try bypassing fuel relay with jumper from batt to fuel pump. If o/k then check computer for ground to relay. This system uses a relay that is operated by the computer that supplies a ground for the relay to operate. The wire color is green,16 gage. If the ground is not available then "no fuel" Check this with a test light. Key on and crank apply test light to ground wire and other end of light to ground. You should hear relay click and get fuel. If this checks out you will need to replace computer or get creative with rewiring the relay so it works without computer input. Good luck Moe

The air filter for the cabin is located inside the van, look under the glove box door there should be a plastic holder that slides to the rearward of the van pull this back and a flat plastic door will come off, the door is two parts.
Some base vans do not have this filter if you look at the bottom of this and see a 1/2 long plastic stud sticking out of the bottom there is no filter in this.
