Replaced fuel pump, ignition lock housing, and fuel pump relay

Very good possibilty usally you can smell around column near ignition switch and it will smell burnt.

yeah it could be. It can also be the relay.
I would have done this to trace the problem.
1.) connect a wire from the positive battery terminal directly to the fuel pump. (REMOVE FROM TANK AND DRY OFF FUEL FIRST) the pump should turn on if not check the grounding!! (that could be the problem)
2.) if the pump works itd then connect the wire to the one that comes of the relay. If it works check the com wire that triggers the relay. of not then trace that wire from the relay to the pump.
3.) connect it to the wire that comes of the ignition switch to the replay. It should start pumping if not. check fuse. If it works check switch.
Careful with doing this. i normally attach a 10 amp fuse to the wire to be on the safe side. i also remove the fuel and open that gas lid, remove the pump and work with the pump outside the tank to avoid spark(if any) setting the fuel on fire.

FUEL PUMP NEED TO BE INSTALLED IN FUEL TANK,FILL FUEL TANK WITH GAS THEN TURN ON THE IGNITION SWITCH,YOU SHOULD HEAR FUEL PUMP TURN ON FOR 3 SECONDS THEN TURN OFF.IF YOU TURN IGNITION KEY HEAR NO FUEL PUMP OPERATION MAKE YOU INSTALL NEW FUEL PUMP WIRE HARNESS.IF ALL IS GOOD ECM NEED TO BE CHECKED IT CONTROL FUEL PUMP.
