Air will not come on
The interior fuse box in a Pontiac Bonneville is underneath the backseat on the driver's side.
To remove the rear seat cushion:
1. Pull up on the front of the cushion to release the
front hooks.
2. Pull the cushion up and out toward the front of
the vehicle.
To reinstall the rear seat cushion:
1. Buckle the center passenger position safety belt, then
route the safety belts through the proper slots in the
seat cushion. Don't let the safety belts get twisted.
2. Slide the rear of the cushion up and under the
seatback so the rear - locating guides hook into the
wire loops on the back frame.
3. With the seat cushion lowered, push rearward and
then press down on the seat cushion until the spring
locks on both ends engage.
4. Check to make sure the safety belts are properly
routed and that no portion of any safety belt is
trapped under the seat. Also make sure the seat
cushion is secured.
Notice:
The battery and main fuse blocks are located
under the rear seat cushion. The battery's ground
terminal and some relay wires are exposed.
To help avoid damage to the battery and wires,
be careful when removing or reinstalling the seat
cushion. Do not remove covers from covered
parts. Do not store anything under the seat, as
objects could touch exposed wires and cause
a short.

Your passenger side temperature door actuator is bad. You can access the actuator by removing the glove box & hush panel. The actuator is on the side of the HVAC box. If you can gain access to the actuator watch the center of the actuator as you change the temp on the control head, if the actuator does not move it is bad, if it does, the door inside the HVAC box is bad. Most likely its the actuator. If you remove the actuator & open it up you will most likely find the large center plastic gear is cracked all the way through. It is held in place by 2 or 3 7/32 screws. Once you replace it, disconnect your battery wait 30 seconds and reconnect it to reset the HVAC control head so it can relearn your actuator positions. It can take up to 5 minutes for the control head to go through it's relearn procedure. You can try resetting the actuator first , but make sure your radio is turned off before you disconnect the battery and if your luck, the actuator may not have any broken parts and the gears may just need to be freed up and lubed. Your fuse box is located on the driver side under the dash board. Up above where your brake and gas pedal are located. There should be a plastic cover that can be snapped off to reveal all of your fuses and on the inside of this plastic cover there should be a diagram of the fuses that are in use.

There is one behind the kick panel on the passenger side where the dash meets the plastic pieces on the side by the floor and one under the hood on the passenger side behind the long black plastic piece by the firewall.

Hi, check.........I need to know which fuse runs the cooling... on this forum thread. Its not a fuse if the fan turns but could be fan relay. Unplug the coolant temp sensor lovated just below the thermostat houing and see if the fans come on. If they do, it might be the coolant sensor that is bad.

It sounds like your blower motor has died. This is pretty common for older Bonnevilles. I have a 2005 Bonny and replaced mine last year after 75,000 miles.
But first check your cabin filter. You may or may not have one. If you do, and it gets plugged up, you will get very low air flow. I had an Impala that get plugged with a mouse nest. If it's like mine, open the hood, and above the firewall on the passenger side and below the passenger wiper, is a cover labeled "air filtration system". It has a couple clips, remove it and look inside. It will be very obvious if you have a cabin filter. (I didn't have one) If there is no filter, you should be able to look down in the hole and see the white fan blades about 10-12 inches down. They should be spinning if the blower is on.
Not spinning? Next you should check the fuses. The fuses are probably under the back seat, but check your owner's manual.
If fuse looks OK. It's probably the blower fan.
The fan is under the dash on the passenger side... just about where the passengers left toe would be.
Remove the panel under the dash; probably a couple 7mm screws.
Unplug the fan. The center wire should have 12+volts.
Remove the rubber vent hose... kinda on the back of the motor.
Remove 3 screws. Probably 7mm. And the blower should come out.
I know my blower is different than yours, but they pretty much look the same.
