Fuses and relays. It could also be the switch is faulty. Does it keep cranking. or just the lights come on ready to start? In which case, check the ignition switch.
Check Air Intake/ clean or replace air filter. Also, plugs could need replacement. Noisy or rough idle could be plugs not firing properly after the engine has warmed up, but I would check the air filter first. I hope this helps.

the fsm is the factory service manual, sold at toyota, get one.,
may take an engine actual supplement.
