I have a check engine light with a code P0013: cam shaft circut. Will this pass an emissions test?

Most probably the system will not pass the emission test as it is related to air and fuel supply system. The problem relates high and low voltage supply to cam circuit. If high voltage is supplied the light will come on and you may not be able to pass the emission test.

Cannot get the 2001 Hyundai Elantra to pass the emissions test as the light stays on. When we shut it off, it will come back on after a few miles.

You need to have your check engine light checked to see what the code errors are and repair the problem so that it will pass smog. The check engine light is on telling you that something is wrong with the vehicle.

Code P0300 and tach is dropping but engine speed is not

I researched your problem and couldn't find any Service Bulletins or Recalls or Campaigns related to it. It seems, you'll have to take it into a Hyundai Service Center and pay the diagnostic fee to find out what's wrong. They'll give you an estimate of repairs (parts, labor, tax, time-frame, etc.) You can decide what you want to do then.
By the way, the symptom you describe could be fuel, electrical or both.

I am doing a head gasket setting alignment

you will find two bright links on the chain that correspond to the dots on the cam shaft and the key ways on both cams should line up with the top of the head facing back towards the firewall IE parallel with the top surface of the head ( where the tappet cover bolts on), with the crank on TDC (top dead center)

Couldn't find the sprocket mark in my Hyundai Lantra 1999. Pls help

If you are refering to the timing belt/ chain sprokets. Make your own marks with white paint. Also before removing the belt or chain use plastic cable ties to secure any pulleys/ sprockets so they cannot move. I used this method when replacing the timing belt on a vauxhall calibra v6 24v.
