Starting problems issue is sporatic. issue doesnt seem to be related to temp of engine due to the fact that it occures at any time

changing the pulley and belt does'nt seem the correct advice to me ,only in the context of while thiese parts are removed makes good economic sense to replace them now and not have another bill in 50k km's time, if the cam shaft sensor is causing an issue only when engine cold then i would think the problem is with the circuitry between the ECU/PCM and the cam sensor , if you can forward me the OBD code i should be able to help further ,

Drive for about 15 mins and car get to a warm temp and then suddenly turns off with no hesitation missing or warning then will not start again for 30 mins when it has cooled down, temp doesnt get hot.

To start with check the coolant level in radiator...Your vehicle is equipped with a head temp sensor that is designed to shut motor down before it reaches temp. that will result in engine damage..If level is ok then i would look at the water pump at being your next culprit.In either case i would definetly check your temp. sending unit to make sure its operational due to the fact you state that vehicle doesnt get hot...Another thing you can check is to make sure that your cooling fan turns when car gets hot...If fan doesnt come (after you have made sure coolant temp sensor is operational) check fan relay located in power distribution box in engine compartment...

Check all the vacuum hoses and see if they are broken or disconnected. Surge in power issues, idling issues, engine stall while driving, all are related to vacuum hoses. Give a try.

You could have multiple issues.
It's possible the coolant temp sensor is bad. Resulting in the overheating/car turning off. Cheap part, relativly simple installation. Just do it.
No air comming from the vents could be a bad blower motor resistor.
Accords also had an issue with the ignition tumblers failing resulting in the car shutting off then restarting immediatley. Check for dealer warranty if temp sensor doesn't fix it.

I would start with feul pump relay and also pcm relay. may have computer problem (ecm).does it have spark or fuel preasure when it doesnt start?

If it is puffing out dark/black smoke when you first start the vehicle then it would be associated with carbon build up. It will be caused by either oil in the combustion chamber or a fuel related issue. To tell you which one is the cause I will need more information about the problem, may be any helpful repair/maintenance history. If its related to the fuel it could be a poor spark, bad fuel, timing, bad air filter, ans so on. If its oil, it could be a piston ring, valve seal, or poor oil condition.

1999 SOLARA CHECK ENGINE LT

Don't use any higher octane fuel than what the manufacturer recommends, that will cause problems with cold starts and other poss issues due to the diff of the fuel burn rate. As far as the check engine light goes there are 100 different things that turn the light on, all are related to faults that have occurred in the electronic control of the engine, emission control system and in some cases the transmission, have the powertrain control module tested for trouble codes, whenever the light comes on one is stored.
