The tail lights are also called parking lights. There is a 10amp fuse for each rear parking lamp. The fuses are in the rear fuse box. Your owner's manual will tell you where that fuse box is located. The fuses get power from a park lamp relay.
Since the high mounted brake light works you know that the brake light switch is working. Now you need to check the brake light bulbs in the rear tail light assemblies. The brake lights are separate from the tail light (parking or running lights). There are two screws that hold the rear light assemblies in place.

1) Look for fuse 32 in underhood fuse panel, I believe this is for trailer lights. 50 & 51 are for R and L trailer brake. 2) The blower resistor pack is defective, this is located behind the glovebox and mounted to the blower body. 3) I have no solution for tailgate problem, suggest visiting Trailvoy.com forum and doing search on XUV tailgate.
