just under the dash on the right of the steering column it is a male 16 pin data connection

Could be the switch can't give the impulse to the electronic switch (or the relais) that does the real switching. Or it can give the signal, but the relais can't move. I don't have the service manual, so I can't check how your seats are powered (what kind of switch) but there is where I would look.

CHECK THE BULD

clean the conctact relais from your pins, and relais contacst.use the contacts cleaner. remember to disconnect the negative from battery for to avoid shock.i will be a good idea to replace the relais, the coil can be overheating.

1) normallly they have a small relais, test for defective, the coil can be overheating and need replace. Clean the contacts where the relais is located by corrosion or oxide, with contacts cleaner. unppluged the +batteries.
2) test the relais that control the security lights for loose, or bad contacts, clean for corrosion or oxide, with contacts cleaner, tight the wires connector and clean.
3) test the wires connector from switch that turn on the security light for oxide , loose, or open, or corrosion use the test for measure continuity.
4) test the filamente from security light for continuite, the life can be finish and replace, or course tight the wires connector, clean it with contacts cleaner, remember unppluged the + batteries for to AVOID danger or injuries.

Make sure the connections are Clean and tight on the solenoid first. The solenoid itself has rather small studs
holding those big cables. If checking those connections does not solve the problem then you need to crawl under the rig and check the cable on the starter if tight the starter will need to be replaced.

pull them out one by one and read text. flasher will show something like 4x21w you can also swich on alarmlights and feel ticking problem is very oft the steeringswitch and not the relais. alarmblinks is diff. switch, but same relais

this is probably the relais. You will find it as a black box behind the plastic cover which is located behind the battery.
I remember the bones 87 and the one infront were the responsible ones for the fuel pump.
Thus disassemble it and test the three small relais you will find inside.
