Have you checked the catalytic convertor?
does it rev ok in neutral but loose power when driving?
Is it an automatic? Autos dont rev over 3k in neutral

I'd have to agree with Smithbrother and go for the valve body control.........sometimes soenthing simple goes unchecked...make sure your tach is okay.

SOURCE: engine has no power under 3000 rpm

have a look at the EGR valve if its stuck open you loos all the turbo boost till the EGR valve closes
it could also be the turbo gate valve (wast gate) sticking open so the turbo cant cut in till its screeming then the gate shuts and the old girl picks up her skirts and go's,,, you may get away with just blanking off the EGR valves to try them out but the turbo is a different mater,,,

Check and repair any diagnostic codes, Clean the Throttle body and IAC unit (Idle Air Control). Check for any vacuum leaks.

Nothing, you have hit the rev limiter. The up and down is the computer controlling the rpm. If you drive it, it should rev past 3,000. The computer is designed to keep free wheeling rpm to that level. It will only allow a higher rpm if vehicle is in gear and moving with a load.

You don't provide much information to go on (type of vehicle, type of engine, 2wd or 4wd, etc.) RPM is always going to be based on the speed you're traveling with a standard transmission. My 4 cyl 5 speed Nissan pickup in 5th gear runs at 3000 RPM at about 75mph.

3000 rpm? This is pretty high for idle. You need to have the stored code read from the ECM. Usually this is a simple O2 sensor but with it racing to 3000 rpm I would have this diagnosed by a tech at a shop.

First, change the fuel filter, sounds like it is fuel starved.  You're right, the fuel pump will generally wither work or not, a clogged filter will only allow a certain amount of fuel through, limiting RPMs
