There is a new battery in the suv but I haven't driven it in about five months and I can't get into it to jump the battery. The key won't open it and the keyless remote won't work either. How can I get the hood popped so I can jump the battery?

Assuming you have a second key try using that one to deactivate the alarm, if not replace battery in remote. Does lock and unlock work now? you will need to get the remote operational to disengage the security feature that will not allow car to start.
if not disconnect the car battery let sit for 15 min to reset system try again..make sure bettery in remote is installed properly.

Unit has a draw somewhere that needs to be addressed. I have found the auto starts sometimes can cause this. But if the draw is through the negative side it could be tough. You should take it to the dealer and have them perform a draw test on the entire vehicle.

Take nozzle of WD-40, stick it in key slot as far as you can, lots of spray in there and keep spraying as you pull little red nozzle out slowly, and give it a little time, and try working key, first just slide it in & out a few times then keep trying to turn it. May take 2 or 3 sprayings to unseize things.

Normally you can get the alarm to shut off by puttin ght key in the ignition or in the door and turning. The remote will need programed with the vehicle. Should run about 50.00 or so for service department to do this. My wife has a '99 cherokee and it did the same thing. I know the remote is the problem.

pull the panel underneath the steering wheel , it folds down, locate the security system module, locate a white plug on this mudule with a yellow, red and black wire, follow the yellow wire, it should go up to a pink wire that comes down from the ignition, disconnect this yellow wire at the point where it connects to that pink wire and yuor jeep should start, if it doesnt let me know, you then need to ckeck the starter relay, hope this helps, it helped me with my 05 jeep liberty,
