does Highbeam cluster status lamp glow on HIGH
if any of that works the 2 HL fuses are good (if not all dead. or one side dead) learn to post full evidence or the job gets real hard fast

the IP fuse JB is buried in this dash, deep.
has 2 fuses. DRL and HVAC (says DRL tool)
why not just rent the manual and read all this complexity your self.

why not tell what engines is there so engine bay matched JB can be presented to you, sorry they are NO THE SAME under hood. not.
The dash center JB (aka fuse box cab) is hard to get to.
RTM buy or rent the manual and read.
hacking DRL on Buick's are the most hard.
Or go to any auto repair shop ASE and tell them your story.
