This is a common problem on 97-00 MY trucks, regardless of the trim level ( XL, XLT, Lariat ).

If you install the fog lamp fuse in the BJB ( aka Battery Junction Box, Engine Compartment fuse panel ) Fuse # 9 ( 15 A fuse ) and jumper the normally open contacts in the fog lamp relay socket ( see diagram below ) the fog lamps should illuminate ( to confirm what you have doing on ).

The problem usually is the main headlamp switch to the BJB is not in place ( this is the yellow wire from the main headlamp switch connector to the relay socket pin #1 ).
One easy route is to make an aux lighting relay & harness, or purchase one online. With this, you can cut the factory ends and attach them to the harness you purchased. There is an air inlet next to where the steering wheel column runs through the firewall. This would give you an easy route to the fog lamp switch. The fog lamp switch, you can buy the factory one, and change the yellow wire from the connector to your added relay, or just add a switch for this function.
This will give you an idea of what the DIY relay and harness would look like.

An ignition switch probably isn't the problem, because the vehicle probably wouldn't shut off if the switch were the problem. When you turn your car off the battery is not being drained any longer from the switch unless the vehicle is unable to shut down.
The other possibility that will definately cause a battery to lose juice while not running is a faulty starter sellinoid. When these sellinoid's, (may not be spelled correctly, sorry about that) are bad, the motor is turned off but the battery is still drawing current, but the engine is not running to allow the battery to recharge.
It could also be a bad battery. Check your battery cylinders by removing the plastic covering and checking the water level in the cells. Dry cells in a battery will not allow a jump.

if you have battery power on the large terminal at the starter and the same on the smaller wire when someone Is turning the key to start and the starter has a good ground then the starter is bad drawing too much amperage causing the clicking sound.

Check starter relay. (swap with similar relay) in fuse box or on firewall check relay ground wire for corrosion. you con also remove relay and jump with wire. check wire at starter solenoid for corrosion and tightness.

When I turn the key the relay starts to click.

Ford loves that relay.. Jump the two big posts on the relay. the starter should crank. the little post is from your ignition switch. Jumping the two large terminal bypasses the relay. Make sure the vehicle is in neutral with the brake set.Once you know how to do that, try to key dtart in park, then neutral. If it won't do anything, Your neutral safety switch is defective.
If it will start in any gears, again bad neutral switch. Be careful and good luck. Use a jumper cable to jump the two posts. Anything smaller can get you shock or burned.

Car overheating; cooling fan not working

This is most likely caused by a bad sensor in the radiator. I have never repaired this on a ford focus so I can't tell you where the sensor is located but if you find the sensor and then make a jumper wire and remove the wire from the sensor and jump the two wires together and turn the car ON (don't start the car) if the fan runs, the sensor is bad and must be replaced.
