you either have a poor ground causing the voltage to be held up and not flowing to the starter.
#2 the starter may be the cause,if it has a lot of starts on it, the inside can be worn and the armature is dragging.

2003 Lincoln town car engine cooling fan will not stop running?

In the diagram, pull that fuse, so it doesn't run the battery down. Of course when you drive the vehicle, plug the fuse back in. Any applicable trouble codes? In the diagram, you can see the cylinder head temp sensor. I can't guarantee the sensor is the problem, there could be other issues?

A/c won't start for 15 minutes

Check to see if the compressor is running when a/c is on. If it is cutting on then off, then you probably need to recharge the system with Freon. The climate control is the only other thing that I can think of that will cause this. Does the fan come on? Also the vacuum lines may be leaking that control the ducts or hot water control.

You vehicle has a cooling fan module that has three different speeds,It is mounted at the radiator,Run the vehicle at operating temperature, shut it off and use your hand and feel for cold spot if you have it its plugged

Fans are not coming on for the radiator so when your at a stop no air is flowing through the radiator. Check to make sure the fans are kicking on before the car starts to overheat.
