try an new tune up, cap rotor plugs wires, do a fuel filter, and a carbon clean, then check the timing correct it if necessary and the adjust the carb

To much fuel not enough air. Find out where the restriction is at.

Did you check/change O2 sensor and PCV valve? Usually guranteed way to fail...

I have heard that if you run the **** out of it before taking it in it will pass

Replacing the gas cap most likely will solve your problem. Make sure the cap clicks three times when you turn it or it will not seal.

You'll have to go through the drive cycle. I don't have it offhand but it will take a bit of driving. Try Googling "toyota drive cycle" to find specifics.

check for vacuum leaks especially around the intake manifold gasket. Although the engine appears to be running rich, it could also be misfiring due to being too lean in one cylinder. When the cylinder doesn't fire the charge, it goes into the exhaust completely unburned and looks like a rich running condition due to the unburned fuel. If it is a vacuum leak causing the problem, the engine will run fine at road speeds but misfire at idle and not pass smog.

Try a new cap and rotor...
