You'll have to go through the drive cycle. I don't have it offhand but it will take a bit of driving. Try Googling "toyota drive cycle" to find specifics.
check for vacuum leaks especially around the intake manifold gasket. Although the engine appears to be running rich, it could also be misfiring due to being too lean in one cylinder. When the cylinder doesn't fire the charge, it goes into the exhaust completely unburned and looks like a rich running condition due to the unburned fuel. If it is a vacuum leak causing the problem, the engine will run fine at road speeds but misfire at idle and not pass smog.
