take off the belt and turn all the pulleys ,the alternator and the a/c compressor if equipped....something is siezed

The power steering pump pulley must be flushed with the power steering pump shaft,Or else you will have noise or slips right off.

Usually a sign one of the pulleys are not in alignment with the others.
Could also be a problem with the tensioner.

This is an odd condition. You should check for a loose or worn tensioner and idle pulley, and then check all other pulleys for damage and wron condition. On another note you should change the belt if it HAS slipped off as it could be an unseen fault of the belt.
