Car turns over, but won't start

Just put new fuel filter and fuel pump on about 3 weeks ago. Run fine, then today car turns over but won't start. Not battery, starter, or alternator. It sounds like it almost cranks. Could it be spark plugs or bad gas?

Too many choice.
3 main areas are fuel, spark, air.
Try a shot of ether, if it fires at all, it is a fuel problem.
Then we can get into more detail.

fuel pick-up in tank is blocked it has a sock over the end as a gross filter to keep out any big junk from getting sucked into the pump and causing damage to it. the sock can get so plugged up that no fuel will flow, causing the pump to run for a short time then with no fuel flow to cool it it trips the safety and shuts off

While a fuel filter won't normally cause the check engine light, it could cause other errors that would trigger the error light to come on.

Since fuel filters are easy to change and not very expensive, I would change it and see would happens. But you might also want to run a pressure test on your fuel pump also.
