Working headlights with no running lights usually means a bad headlight switch. They are not available new, try a junkyard or ebay... good luck... Chris

Headlighs and fog lights not working have a new battery

Have you checked the bulbs? I've seen them both go out at the same time before. Either that, or the switch. Pull out the switch and check for continuity across the contacts when you turn the switch on and off.

Villager 2002 driver side headlights are sporadic

Normally the head lamp relays are placed within the dash and as close as possible to the headdlights as the high ampere required means that the wires must also be of short length to reduce loss or it might need large core wires.
So check the main relay box here within the engine room and use a multimeter to see if the cluster switch triggeres the relay.

next would be to check the hi-lo beam switch, play with the lever and see if you can get them to flicker, if so, replace the hi-lo beam switch (combination switch)

Headlighs turn off while driving and the parking brake light comes on?

Check your parking brake lever switch. If the switch is tripped, the brake light on the dash comes on and your headlights go out.

If the switch is okay, trace the wiring back for shorts to ground.
